In November 2010, it was reported that Rosoboronexport was ready to hold talks with China on the sale of the newly-revamped Su-35.[55][56] In March 2012, it was reported that Russia and China are in final contract negotiations for 48 Su-35 fighters; the only remaining obstacle is reportedly Moscow's demand that Beijing guarantee proper licensing for its Su-35 production.[57][58] However, China and Sukhoi have denied the purchase.[59] It is believed Russia is reluctant to sell the Su-35 as it fears that China may reverse engineer its aircraft systems.[60] However, Russia desperately wants to sell Su-35 to China since the aircraft has yet to secure a single export order. The recent rumor of another possible deal indicates that Russia has backed down from a deal for 48 Su-35s, and is now negotiating with China for 24.[61] It is not China that wants to buy, but Russia want to sell. Russia hopes that China would buy the Su-35 in order to get 117S engine as a backup plan in case of WS-15 suffers delay. China is not interested in the Su-35 itself but only show some interest in 117S engine. The rumors of sales have been brought up by Russian news media, not Chinese news media.[62]
In March 2013, the two countries signed an arms deal for 24 Su-35s and four submarines prior to Chinese President Xi Jinping's visit to Russia. It is the first major arms deal between China and Russia in almost a decade, with the fighters expected to alleviate some of pressure on China's air-defense system prior to the introduction of its own fifth-generation fighters. |
