这个看怎么理解national吧，如果概念那么清晰的话，就不会有issues resulting from nationality, citizenship, domicile or residence of any competitor。
或许谷代表中国baseed on her Chinese Nationality, not American Citizenship，谁知道呢。

bylaw这样写是为了滴水不漏，关于national，我觉得应该是有意这样写，因为奥委会成员里有些是国际法意义上的地区，国家地位是有疑问的。
